Chief Isbell

Robert Isbell, Fire Chief

Robert Isbell was appointed Fire Chief for the City of Stephenville in October of 2021.  Chief Isbell has been in the fire service for over thirty-nine years, serving in every capacity from Firefighter to Chief.

He has led emergency management responses statewide, managed advanced EMS delivery in several communities and is a driving force in community risk reduction. In 2016, Governor Abbott appointed Chief Isbell to serve a six-year term on the State EMS and Trauma Advisory Council. Chief Isbell has also served on the board of directors for the Texas Fire Chief’s Association. 

Chief Isbell grew up in the Fort Worth area and has worked for several fire departments across the state before landing in Stephenville. Chief Isbell has a Master’s Degree in Executive Leadership and a Bachelor's in Public Administration as well as his Certified Public Manager designation. 

Chief Isbell and his wife Laura have been married for over 30 years and have three grown daughters and 4 incredible grandchildren.

Chief Brinkley

Scott Brinkley, Division Chief of Administration

Scott Brinkley began his career at the Stephenville Fire Department in 2006. During that time, he served in many roles including Firefighter/Paramedic, Shift Lieutenant, and Training Captain. He earned a Bachelor of Science degree from West Texas A&M University in Emergency Management Administration and a Master’s Degree in Public Administration from Sam Houston State University. Chief Brinkley holds a Master Firefighter certification and is also a Licensed Paramedic. He was deployed as a member of the Texas Intrastate Fire Mutual Aid system to various incidents across the State of Texas. Chief Brinkley oversees the department’s administrative functions and serves as a member of the Emergency Management Team.

Chief Elston

Chris Elston, Division Chief of Operations

Chris Elston’s passion for Fire and EMS started in 2003 volunteering for Morgan Mill and Erath County VFDs, then later working full time for Erath County EMS. He began his career with the Stephenville Fire Department in 2014 as a Firefighter/Paramedic and was later promoted to Shift Lieutenant in 2020. Chief Elston holds numerous TCFP Fire Certifications including Advanced Firefighter. He is currently pursuing a degree in Fire Administration at Weatherford College. Chief Elston oversees the operations division which includes all shift personnel, apparatus, and response.

Chief Schrumpf

Gregg Schrumpf, Division Chief of Prevention

Gregg Schrumpf began his career with the Stephenville Fire Department in 2000 after coming from the Wylie Fire Department. He has worked as a Firefighter/Paramedic and served as the Fire Inspector for 7 years before being appointed as the Fire Marshal in 2019. Chief Schrumpf is a Licensed Peace Officer and serves as a SWAT Medic. Chief Schrumpf manages the Fire Marshal's Office which includes fire inspections and investigations.
