Public Works Construction Technician I

Department: Public Works

Reports To: Public Works Construction Supervisor

FLSA: Non-Exempt

Salary: $20.67 - $25.85 Hourly

 

JOB SUMMARY:

The City of Stephenville is seeking a full-time Public Works Construction Technician I. Under the supervision of the Public Works Construction Supervisor, this position conducts task such as; performing line locates, construction management duties, observes, reviews, and witnesses construction work and quality assurance on public works projects and development projects related to general improvements in public right-of-ways to ensure project compliance with applicable codes, standards, and approved construction plans/specifications.

 

 

POSITION RESPONSIBILITIES: 

  • Maintains the ability to read and interpret plans and specifications

  • Coordinates with and reports to supervisor to initiate actions necessary to address deviations from plans, specifications, and/or generally accepted construction methodologies

  • Researches code books, construction standards, technical manuals, or other resources as needed

  • Provides information and technical assistance concerning development plans, construction requirements, non-compliance issues, and related issues

  • Communicates with supervisor and meets with and discusses issues with contractors, developers, engineers, architects, employees, other divisions, utility companies, the public, outside agencies, and property owners as needed to coordinate work activities, review work status, exchange information, or resolve issues; recommends solutions and responds to questions, concerns, and/or complaints

  • Reviews construction plans, specifications, and related documentation for compliance with applicable engineering codes, ordinances, and regulations

  • Reviews As-Built / As-Recorded drawings

  • Performs plan checks at project sites to ensure compliance with approved plans

  • Attends pre-construction meetings and assists with preliminary and final walkthroughs

  • Reviews project construction work for preliminary and final acceptance; assists in preparation of punch lists

  • Conducts field observations of construction projects and right-of-way conditions. Reviews and observes construction and traffic control signage, striping, sidewalks, curbs and gutters, accessibility ramps, and all paving as well as water, wastewater, and stormwater infrastructure

  • Reviews and observes work, methods, and materials and compares actual work to approved/planned work

  • Determines whether projects comply with applicable codes, specifications, and approved construction plans; identifies potential or existing performance deficiencies or material deficiencies in new/existing infrastructures; addresses any damage to public property; ensures property owners are not adversely impacted

  • Takes photographs and creates a daily written history of projects to document field conditions and work progression. 

  • Maintains project logs and enters data into the computer. 

  • Reviews, complete, and/or receives various forms, reports, correspondence, logs, site development plans, construction plans, field density reports, drawings, ordinances, regulations, standards, specifications, policies, procedures, publications, maps, manuals, reference materials, and/or other documentation; reviews, completes, processes, forwards or retains as appropriate. 

  • Reviews contractor pay applications.

  • Operates a motor vehicle, personal computer, camera, measuring and surveying instruments, or other equipment as necessary to complete essential functions, to include the use of Microsoft Word Processing, Excel spreadsheets, e-mail, internet, or other computer programs

  • Follows safety procedures, utilizes safety equipment, and assists in monitoring work environments for the safety of employees and other individuals.

  • Maintains comprehensive, current knowledge of applicable laws, regulations, and standards; maintains an awareness of new construction methods, materials, inspection practices, trends, and advances in the profession; attends workshops and training sessions as appropriate.

  • Provides assistance to other employees or divisions as needed.

  • Performs other related duties as required.

  • Must be able to work other schedules as needed. In the event of a declared state of emergency, employees may be called to work during days or hours other than those for which they are regularly scheduled.
     

MINIMUM QUALIFICATIONS:

  • Must be authorized to work in the United States 

  • High school diploma or GED

  • Minimum 2 years’ of progressively responsible experience and/or on-the-job, vocational, technical training in engineering plan review, construction site work observation including pavements and utilities as well as personal computer operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

  • Must hold a valid Texas driver’s license and maintain a satisfactory driving record

  • Mathematical Aptitude: Requires the ability to perform basic math; calculate decimals and percentages; utilize principles of fractions; and the ability to interpret graphs; including, but is not limited to, the ability to calculate surface areas, volumes, weights, and measurements.
