Landfill Superintendent - Full-Time

Department:  Public Works 
Reports To:  Director of Public Works
FLSA Classification:  Exempt

JOB SUMMARY:

The Landfill Superintendent manages all operations for the City of Stephenville Type IV Landfill for compliance with state permit.

 

MINIMUM QUALIFICATIONS:

  • MSW-A License

  • Familiarity with TCEQ regulations governing Municipal Solid Waste

  • Three (3) years minimum of experience in a supervisory capacity

  • Five (5) years minimum of direct solid waste experience.

  • Five (5) years minimum of heavy equipment operation and maintenance experience.

  • Valid Texas Driver License

JOB REQUIREMENTS:

  • Responsible for the daily and long-range supervision of plans coordinated through the Public Works Director. Ensures compliance with current budget and with state and federal mandates. 

  • Maintains monthly financial records and assists with annual budget and Capital Improvement and Equipment Replacement Plans.

  • Assures Landfill operations are completed in accordance with the approved budgets, plans, and permits.

  • Investigates complaints, notices and inquiries in cooperation with other City/State officials.

  • Responsible for cash and other payments paid at the Landfill being deposited with the City Finance Office.

  • Assures staff is properly trained to ensure daily operations comply with permits and City and state policies and procedures.

  • Operates equipment/vehicles safely and for intended purpose, oversees preventative and routine maintenance on all equipment, and provides training on equipment use and daily operations to employees as needed.

  • Oversees refuse being received; ensures proper handling by employees, supervises and monitors all required testing, and obtains required disposal authorizations for special wastes as necessary.

  • Performs related duties as assigned.

JOB-RELATED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Effective oral, written and interpersonal communication skills.

  • Outlook Email, MS Office or similar software skills. Knowledge of modern office procedures, smart phones, computer programs and equipment with the ability to operate a computer and other related office equipment.

  • Must be able to assist with and manage the departmental budget, capital improvement projects and equipment replacement plans.

WORK ENVIRONMENT:

  • Work is accomplished both in the office and in the field.

  • In the field, the employee must be able to walk over rough terrain, be exposed to construction and demolition wastes, high wind, dust levels and possible adverse weather conditions including temperature extremes. Frequently drives vehicles and operates heavy equipment.

  • In the office, uses computer, scanner, copier, telephone, calculator, and landfill scale software.

  • Functions in close proximity to waste materials while wearing personal protection equipment and works with unknown materials.  Must meet with the public and be prepared to address customer concerns.

 PHYSICAL DEMANDS: 

  • Stands, walks, bends and reaches continually.

  • Required to perform  labor and equipment maintenance as needed.

  • Must have ability to work while utilizing Personal Protective Equipment and maneuver the landfill site on foot.

  • Hearing acuity for radio\telephone transmission and verbal communications. Visual acuity for investigation and evaluation.
