City Engineer - Full-time

Department:  Public Works 
Reports To:  Assistant Director of Public Works
FLSA Classification:  Exempt               
Salary: $100,000 DOQ

 

JOB SUMMARY:

The City Engineer is responsible for the administration and coordination of the city’s engineering services under the general supervision of the Assistant Director of Public Works. Duties include coordinating the design, construction, and maintenance of the city’s infrastructure, review and approval of developer plats and plans, in-house design, project management, coordination of construction inspection activities. The ideal candidate must be able to establish and maintain professional working relationships with others.

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Civil Engineering or a related field with experience

  • Texas Registered Professional Engineering license, or ability to obtain within six (6) months

  • Five (5) years minimum of progressively responsible experience in design and/or review of municipal engineering projects

  • Three (3) years minimum of experience in a supervisory capacity

  • Familiarity with pertinent federal, state, and local laws, codes, and regulations governing municipal infrastructure

  • Valid Texas Driver License

JOB REQUIREMENTS:

  • Plans review and administration of city’s utility, street, and stormwater management regulations for land development

  • Attends and advises developers and their engineers at pre-development review meetings and throughout the development review process, including reviewing development proposals, plats, and plans for compliance with city regulations

  • Coordinates design and construction of public utility and public works infrastructure projects

  • Oversees development projects throughout construction, including inspection and review to monitor compliance with plans and specifications for acceptance of public improvements

  • Assists in reviewing and updating city ordinances, engineering and construction standards, details, and specifications

  • Monitors local, regional, state, and federal regulations to ensure city compliance

  • Ensures proper documentation of project related files including plans, reports, and legal documents

  • Supervises and manages Engineering staff and coordinates site operations and reporting for development projects

  • Responds to and resolves difficult and sensitive citizen inquiries and complaints

  • Confers with citizens, project managers, inspection staff, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction issues

  • Provides technical engineering advice and assistance to other city departments regarding utilities, streets, and drainage, new construction, and maintenance of existing infrastructure

  • Serves as the primary point of contact for coordination of development projects with TxDOT

  • Reviews infrastructure planning and requests, including speed zone, signage, and school zone change requests

  • Reviews documents for utility, street, or drainage easements or right-of-way issues

  • Performs special engineering studies to determine project scope, preliminary cost estimates, and alternative methods of project delivery

  • Performs related duties as assigned

 
JOB-RELATED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Comprehensive knowledge of the standard practices and procedures of civil engineering and construction particularly as it pertains to municipal infrastructure including transportation systems, water distribution, sanitary sewer collection, and stormwater systems

  • Knowledge of basic personnel and project management techniques

  • Knowledge of local government practices and procedures

  • Ability to maintain confidentiality and handle sensitive issues with discretion and sound judgment

  • Ability to multi-task and perform with evolving priorities

  • Ability to investigate, analyze, and effectively resolve problems and conflicts

  • Ability to research collate and present information effectively, in both verbal and written forms

  • High proficiency in Word and Excel

 

WORK ENVIRONMENT:

  •  The majority of this position's work is performed in an office environment, but the candidate is expected to spend ample time in the field as well.

 

 PHYSICAL DEMANDS:

  •  Maintains physical condition appropriate to the performance of assigned duties and responsibilities which may include the ability to walk, stand or sit for extended periods of time, carry, hold or lift up to 40 pounds, push, pull, squat or crouch, file of routine reports and documents and or drive to a variety of meetings or locations. Maintain effective audio-visual discrimination and perception needed for making observations; communicating with others; reading and writing; and operating assigned equipment.
