Declaration of Disaster for the City of Stephenville

PROCLAMATION OF LOCAL DISASTER FOR PUBLIC HEALTH EMERGENCY

WHEREAS, beginning in December 2019, a novel coronavirus, now designated SARS-CoV2 which causes the disease COVID-19, has spread through the world and has now been declared a global pandemic by the World Health Organization; and

WHEREAS, symptoms of COVID-19 include fever, coughing, and shortness of breath. In some cases, the virus has caused death; and

WHEREAS, the Governor of the State of Texas certified that COVID-19 poses an imminent threat and therefore declares a state of disaster for the State of Texas; and

WHEREAS, extraordinary measures must be taken to contain COVID-19 and prevent its spread throughout the City;

NOW, THEREFORE, BE IT PROCLAIMED BY THE MAYOR OF THE CITY OF STEPHENVILLE, TEXAS, THAT:

SECTION 1. A local state of disaster for public health emergency for the City of Stephenville, Texas, pursuant to section 418.108(a) of the Texas Government Code.

SECTION 2. This state of disaster for public health emergency shall continue for a period of not more than seven days from the date of this declaration unless continued or renewed by the City Council of the City of Stephenville, Texas, pursuant to section 418.108(b) of the Government Code.

SECTION 3.  This declaration of a local state of disaster for public health emergency shall be given prompt and general publicity and shall be filed promptly with the City Secretary, pursuant to section 418.108(c) of the Government Code.

SECTION 4.  The declaration of a local state of disaster activates the City of Stephenville, Texas Emergency Management Plan and activates all other charter, statutory, and ordinance powers vested in me and all officers of the City of Stephenville to act for the purposes stated, pursuant to section 418.108(d) of the Government Code.

SECTION 5.  The City of Stephenville shall implement closures of city facilities in order to minimize the impact of COVID-19.  This declaration also prohibits mass gatherings in city facilities. The closures and restrictions shall be attached hereto. 

SECTION 6.  Pursuant to the Texas Health and Safety Code, Section 122.006, any individual – adult or child – having traveled and visited, within the ten (10) days prior to this Declaration, any Level 3 country as established by the Centers for Disease Control and Prevention (CDC), and returning to Stephenville, Texas, must be quarantined at home for 14 days.

SECTION 7.  Pursuant to the Texas Health and Safety Code, Section 122.006, any individual – adult or child – having traveled via any cruise ship within the ten (10) days prior to this Declaration, and returning to Stephenville, Texas, must be quarantined at home for 14 days.

SECTION 8.  This declaration shall be filed promptly with the City Secretary and shall be given prompt and general publicity, pursuant to Texas Government Code, Section 418.108(c).

SECTION 9.  This proclamation shall take effect immediately from and after its issuance.

CLOSURE OF CITY FACILITIES
All Closures are Effective Monday March 16, 2020

In order to minimize the impact of the COVID-19 virus to the citizens of Stephenville, the City of Stephenville is implementing the following plan:

Mass Gatherings (10 or more people):

  1. Recreation Center: Closed to any events until March 31, 2020.
  2. All Park Facilities: Closed to any events until March 31, 2020.

Public Buildings:

  1. Airport: Terminal to remain open, however no group meetings will be held or scheduled
  2. City Hall and Municipal Service Center:  Front doors will be locked until March 31, 2020.  A sign will be posted and the public will be admitted to the building by appointment only.  The contact number will be posted on the door. Staff will monitor the telephones during business hours.  Non-City Hall assigned employees will be able to make appointments with all City Hall offices by telephone or by email.
  3. Library: Closed to the public until March 31, 2020; all programs will be cancelled. Assistance is available by phone and email during normal operating hours.  Returns will be accepted through the outside receptacles.
  4. Senior Citizens Center: Closed to the public until March 31, 2020; all programs and activities will be cancelled.
  5. Police Department: Front doors will be locked until March 31, 2020.  The telephone in front of the building will be used to request an officer.
  6. Fire Station 2:  Front doors will be locked until March 31, 2020.  The intercom in front of the building will be used to make contact with members of the department.

MeetingsAll public meetings will be cancelled or delayed until March 31, 2020.  This includes:

  1. Planning and Zoning previously scheduled for March 18, 2020
  2. Stephenville Type B Economic Development Authority previously scheduled for March 19, 2020
  3. City Council Committee Meetings previously scheduled for March 24, 2020

ALL CLOSURES WILL BE RE-EVALUATED ON A WEEKLY BASIS, AS WE KNOW CHANGES IN COVID-19 ARE RAPID.
