Airport Manager - Full-Time

FLSA: Non-Exempt
Salary: $47,889 - $53,047 DOE

 

JOB SUMMARY

The City of Stephenville is actively recruiting for an Airport Manager. This position is full-time and will answer to the Director of Administrative Services. This position is responsible for the financially sound, efficient, and orderly operation and management of the Stephenville Clark Regional Airport, and for compliance with all applicable FAA, state, and local requirements. The incumbent must be able to plan, market, and initiate long-range goals and promote airport development.  The airport manager shall be responsible for all necessary and legal actions to safeguard any person, aircraft, equipment, or property at the airport. 

The Stephenville Clark Regional Airport is open approximately 8-10 hours a day/7 days a week and requires flexibility in work scheduling.  Considerable independent judgment and initiative are required with experience in the operation and maintenance of a regional airport.  

 

DUTIES/RESPONSIBILITIES

Duties may include, but are not limited to, the following:  

  • Provide for the daily safe and efficient operation of the airport.  Develop, plan, and implement departmental goals and objectives; recommend and administer policies, purchasing, and procedures.

  • Inform the FAA and/or other applicable sources of changes that affect airport safety, operations or services via issuance of a notice to airmen (NOTAM) or other appropriate correspondence or communication.

  • Develop and maintain an airport emergency response plan that shall include, as a minimum, actions to take in response to an aircraft accident, overdue aircraft, or fire on airport property, and the training of airport employees as deemed necessary.

  • Direct, oversee, and participate in the development of the department’s work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures. 

  • Supervise and participate in the development and administration of the department budget; direct the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement mid-year adjustments.

  • Participate with the Airport Board to plan and promote improvements and expanded services

  • Attend and participate in professional groups and committees to increase airport usage and fuel sales.  

  • Manage and maintain hangars and pavement; Oversee and maintain grounds around the terminal building and ramp area. Inspect tenant facilities to ensure compliance with these standards and airport lease agreements.

  • Maintain current list of airport tenants, and hangar renters with all pertinent information, including normal and emergency contact information.  Maintain a current hangar waiting list based on a fair and equable assignment system.

  • Provide for marketing and solicitation to promote the airport including tours and other public relation operations.

  • Respond to and resolve difficult and sensitive citizen inquiries and complaints regarding the airport.

  • Requisition supplies as needed.

  • Maintain internet web page for the airport.

  • Perform other tasks as needed or assigned for the successful operation of the airport.

 

EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS

  • Bachelor’s degree in Business Administration, Aeronautical Science Degree plus five years of experience in an aviation-related field; OR any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.  

  • Familiarization with aviation grants and experience with RAMP program is preferred. 

  • Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.

  • Ability to implement recommendations in support of goals. 

  • The ability to write clear and concise reports.

  • Ability to communicate tactfully and effectively both verbally and in writing is required.

  • Knowledge of basic accounting, inventory control, public relations, and marketing skills and computer skills.

PHYSICAL REQUIREMENTS

  • Position requires prolonged sitting, standing, walking, kneeling, squatting and stooping in the performance of daily activities. 

  • Must be able to lift, push, pull, and carry objects weighing up to 50 pounds. 

  • Must have dexterity with fingers and hands to operate hand tools and small equipment.  Hearing and vision must be satisfactory to the degree that duties may be performed effectively and safely.

  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

  •  Must have mental alertness and the ability to react quickly at all times. 

WORK ENVIRONMENT

The work environment is highly visible, professional, and hands-on.  Situations requiring the use of quick judgment, tact, problem-solving, and flexibility are frequent.  Work may be subject to time pressures, frequent changes to tasks, working closely with others as part of a team, working alone 50% or more of the time, and/or performing multiple tasks simultaneously.  Position requires both indoor and outdoor work.  Indoor work is performed in an office setting and may be subject to ordinary risks typically found in an office environment.   Outdoor work involves working in an outdoor field environment in and around aircraft and heavy equipment.  May be exposed to adverse/inclement weather conditions while working outside.
